Andrey Dovgan was born on 20 March 1966 in Moscow. In 1988 he graduated from Gubkin Russian State University of Oil and Gas, specialising in technology and complex mechanisation of oil and gas fields. Upon graduation he worked as an engineer for the preparation and transportation of oil and gas, and then as Deputy Chief at Medvezhye gas field in the North of the Tyumen region. In 1993 he was transferred to the head office of Gazprom JSC as Chief Technology Officer and Head of the sector at the Development Department.
In 1996-1997 he worked as Deputy Chief of the gas industry and gas supply at the Ministry of Energy of Russian Federation.
In 1998 Andrey Dovgan joined SIDANCO Oil Company, he was responsible for the Kovykta gas project. From 1999 worked for Rusia Petroleum JSC, which holds the license for the Kovykta gas field as a Chief Specialist, Head of Representative Office in Moscow and Deputy General Director.
In November 2005 he became a member of the Board, on 19 December 2009 he was appointed as the General Director of Rusia Petroleum JSC.
From February 2010 he is Chairman of the Board of the Rusia Petroleum JSC.
From June 2010 Andrey Dovgan is a member of the Board of East-Siberian Gas Company JSC.
From 2012 to July 2013 Andrey was the Project Director of OGK Group JSC.
From 2013 he holds position of the CEO of OGK Group (Internedra Management Ltd.).
In 2010 he was ranked among the top managers in Russia.
Married with a daughter, who is the student of one of the Moscow University.
