Mr. Valery Pak was born on 27 May 1959 in the Kalinin district of Tashkent region of the Uzbek Soviet Socialist Republic.
He graduated with first-class honours from the Geology Department of the Tashkent Polytechnics Institute. After graduation he was assigned to the Krasnokholmsk geological exploration crew.
Valery Pak was promoted from assistant Driller, Driller, Drill Operator, Mine Captain and Chief Engineer to the Head of the Krasnokholmsk geological exploration crew.
In 1990-1994 Valery Pak worked as the Chief Engineer, Deputy Head and Head of the Blagoveshchensk exploration survey company of PGO Taezhgeologiya in the Amur region.
In 1994 he was appointed the Chairman of the Amur Committee on Geology and Mining (Amurgeolkom).
In 1997 Valery Pak founded and headed the Natural Resources Committee in the Amur region, which was the first regional office of the Ministry of Natural Resources and Environment of the Russian Federation.
In 1999 in by the Executive Order of the Government of the Russian Federation Mr. Valery Pak was appointed the First Deputy Minister of Natural Resources, he was responsible for the State Mining and Geological Service and supervised the work of the Ministry and territorial bodies.
In 2000 Valery Pak graduated from the Russian Academy of Public Service under the President of the Russian Federation, specialised in Management.
In September 2001 he accepted the offer to become the Deputy Director of the State Science Centre VNIIGeosystem, during which time he was actively involved in the creation of the Center for Strategic Studies, published several scientific articles and prepared his PhD in Economics.
From 2000 to 2002 – Member of the Board of Directors of Rosneft OJSC.
In 2002-2009 – General Director of Rusia Petroleum JSC.
From 2004 to 2009 - Member of the Board of Directors of Verkhnechonskneftegaz Company and Eastern Siberian Gas Company.
In 2009-2012 - General Director of Kamchatka Gold (Renova Group), from 2012 he was a Member of the Board of Directors of Kamchatka Gold.
From 2012 to 2013 - General Director OGK Group JSC.
By the Executive Order of the Government of the Russian Federation dated 4 July 2013 Mr. Valery Pak was appointed the Deputy Minister of Natural Resources and Environment of the Russian Federation – the Head of Federal Agency for Subsoil Use (Rosnedra) of the Russian Federation.
For special services Mr. Valery Pak was awarded the Certificate of Honors of the Government of the Russian Federation.
